Answer to "who is this": The character is Morgan from Darkstalkers (awesome Street Fighter-like video game series with better characters). I have no idea who is dressed up like her.
Crap, I meant Morrigan (not Morgan) from Darkstalkers. Also, "no idea but I like it" looks like Kitana from Mortal Kombat. What can I say, I like video games and bikes. Weird combo, I know.
